“Our goal was to create a website that feels modern and intentional without losing sight of the work TRRWA does every day,” said Leanna Thesken, senior implementation specialist at Powerful. “The wave-inspired elements in the Deschutes blueprint add a subtle sense of movement that connects naturally to their services, bringing personality to the design while keeping the experience clear and approachable.”
Ease of navigation also shaped the redesign. Task-oriented call-to-action buttons appear near the top of the homepage, allowing visitors to reach commonly requested information such as bids and contracts, careers, biosolids programs and contact details without unnecessary searching.
To support ongoing governance and public access, the site incorporates Calendar & Events and Agendas & Minutes tools. Upcoming board meetings are visible directly from the homepage, while agendas and minutes are posted shortly after meetings conclude, creating a clear record for those who are unable to attend in person.
“We approached it from the perspective of how someone might realistically use the site,” Thesken said. “If they’re checking when the next meeting is or catching up afterward, the information should be straightforward and in a consistent place.”
That structure helps keep the website current and dependable over time. Visitors can quickly confirm meeting schedules, review recent materials and understand what is happening without sorting through outdated pages or files. The approach supports transparency through routine access to information rather than one-time updates.
The redesign also provides a framework that supports regular content updates as priorities and schedules change. By organizing key information in predictable locations, the site remains accurate and useful for repeat visitors.
