Powerful Concludes Partnership with Pioneer Utility Resources; Announces 10-Year Price Lock
HAPPY VALLEY, OREGON — Powerful, a leading web design, hosting, and security provider for electric cooperatives, municipal utilities, broadband providers, and statewide trade associations, today announced the conclusion of its longstanding reseller partnership with Pioneer Utility Resources, Inc., effective 5:00 p.m. on April 19, 2026.
Under the prior arrangement, Pioneer Utility Resources served as a reselling agent for Powerful’s website design and hosting services within an exclusive market segment, handled the billing relationship for participating utilities, and provided an ancillary marketing function. The partnership encompassed more than 230 utility organizations receiving Powerful’s website design, hosting, security, and support services through Pioneer’s billing channel with approximately 280 websites under hosting management.
Timeline and Transition
Powerful issued formal 180-day notice to Pioneer Utility Resources on October 21, 2025, initiating an orderly wind-down designed to give every participating utility ample time to evaluate options and make an informed decision about their web services going forward.
Notably, Pioneer Utility Resources did not notify participating utility organizations of the impending transition until February 12, 2026 — leaving utility organizations 43 business days before the formal conclusion of the partnership to evaluate their options.
Despite the compressed timeline communicated to clients, approximately 88% of utility organizations — roughly 200 of the 230 participating utilities, elected to remain with Powerful. The remaining 30 organizations chose to transition to Pioneer Web, a new offering Pioneer Utility Resources has stood up during the transition period in partnership with third-party vendor Coalition Technologies.
As of 5:00 p.m. Pacific on April 19, 2026, Pioneer Utility Resources has relinquished its rights with respect to retained accounts, and Powerful will bill those utility organizations directly going forward. No service changes will occur for utilities remaining with Powerful — hosting, security, support, and design relationships continue uninterrupted under the same teams and standards these organizations have relied on for years.
A New Competitive Landscape
With the partnership concluded, Powerful and Pioneer Utility Resources will now operate as direct competitors. Powerful encourages utility organizations evaluating their options to perform appropriate due diligence on any prospective vendor, including each provider’s direct experience serving utility organizations, the country of origin and composition of the workforce that will handle their data and content, and each vendor’s track record on accessibility, security, and standards specific to the utility sector.
Powerful has served the utility community for more than two decades and brings deep specialization in the accessibility, and member-communication requirements unique to electric cooperatives and public power.
10-Year Price Lock Guarantee
In conjunction with this transition, Powerful is announcing its 10-Year Price Lock Guarantee — a commitment that current Powerful service pricing will remain locked for a full decade for participating utility organizations.
Price Match and Welcome-Back Program
Powerful is also introducing a Price Match Promise and welcome-back incentive program for any utility organization that wishes to return to Powerful.
