Modesto Irrigation District Website Named Webby Honoree in 29th Annual Webby Awards
NEW YORK, NY — The newly redesigned website for Modesto Irrigation District (MID), created in partnership with digital agency Powerful, has been named a Webby Honoree in the 2025 Webby Awards, within the Websites and Mobile Sites: Government & Associations category.
Presented by the International Academy of Digital Arts and Sciences (IADAS), the Webby Awards are the leading international honor for excellence on the Internet. Being recognized as a Webby Honoree places MID’s website in the top 10% of more than 13,000 entries submitted globally, sharing distinction with digital leaders such as NASA.gov, CDC.gov, PeaceCorps.gov, and the National Constitution Center.

“So often, people visit a utility or government website and it’s a frustrating, clunky experience,” Stanley explained. “We knew we could do better. We took a strategic and intentional approach to content structure and navigation. This wasn’t just a website redesign, it was a rethinking of how to make the experience truly useful and genuinely delightful.”
From site maps to user journeys, Powerful conducted a full UX study, including heatmapping on the previous MID website to understand how people engaged with the content. This led to a content strategy that not only prioritized key tasks and intuitive flow, but also converted legacy PDFs into rich, searchable web content.
At the heart of this effort is Powerful’s proprietary STAR Standard; a commitment to ensuring all content is Searchable, Translatable, Accessible, and Responsive.
“The STAR Standard isn’t a legal requirement. It’s a Powerful principle,” said Stanley. “It’s about raising the bar; not just meeting accessibility guidelines, but exceeding them. We want people to have a first-class experience, no matter what device they’re on, and no matter how they interact with the content. MID’s website fully embraces this philosophy.”
One of the most beloved aspects of the new site is its custom-illustrated footer, which subtly weaves in cherished local landmarks across MID’s service area. “We didn’t just want a footer. We wanted something that felt like home,” said Stanley. “It’s a subliminal connection to place familiar landscapes, iconic scenes, drawn with care. It’s there to remind people that this site was made for them, by people who see the beauty in the community they serve. That detail was a big piece of the puzzle for us.”
