Overview

A Modern Website for a Mission-Driven Authority

Serving over 115,000 residents across eight municipalities, Valley Forge Sewer Authority (VFSA) plays a vital role in protecting public health and the environment. With a history rooted in regional collaboration and regulatory excellence, VFSA wanted their digital presence to reflect the same reliability and care they bring to wastewater management. Their goals were clear: reduce the number of phone and email inquiries by increasing the use of online tools, create a website that was easy to navigate, and boost transparency with the public they serve. That’s why VFSA partnered with Powerful to refresh their website with a design that was intuitive, task-focused, and easy to navigate for all.

Anticipating Needs with Task-Oriented Design

VFSA’s primary goal was to make the website easier to use– especially for those looking to complete tasks quickly and efficiently. They wanted to reduce the volume of phone and email inquiries by making the most sought-after information easier to access online. Powerful’s Deschutes blueprint offered a perfect fit.

This blueprint is built around a task-oriented design. That means it’s intentionally structured to anticipate the top reasons a visitor is coming to the site. From the moment someone lands on the homepage, they’re greeted with bold call-to-action buttons placed prominently above the fold– no scrolling required. Whether it’s paying a bill, locating service areas, submitting a new connection request, reporting an issue, or learning more about VFSA’s Trucked Waste Program, each pathway is clearly laid out and ready to click.

By streamlining navigation and prioritizing utility over fluff, the site doesn’t waste time– it gets visitors where they need to go, fast. This proactive approach helps VFSA meet its goal of offering intuitive access to online services.

Laying the Groundwork for Greater Transparency

Making top tasks accessible is just one part of the equation. VFSA also wanted to strengthen transparency– something that’s especially important when serving multiple municipalities and coordinating with regional partners. The new website addresses this by providing more than just transactional features. It creates an experience that feels open, trustworthy, and aligned with their role as a public-serving authority.

The task-oriented design lays the groundwork for that trust. By removing barriers and making information easy to find, the website naturally feels more transparent. Visitors don’t have to second-guess where to go or wonder what information is available—it’s all right there, upfront and in plain language.

Meaningful Design

Transparency isn’t just about data and documents—it’s about people. VFSA’s tagline, “Environmental Protection by Caring Professionals,” is more than a motto—it’s a promise to the community. Now, that promise comes through loud and clear online.

Sections like “Who We Are” and “Our Mission” give visitors a genuine sense of the organization behind the service. Instead of relying solely on technical information, these sections highlight VFSA’s origin story, their staff’s dedication, and the scope of their service in a way that’s both informative and approachable.

For example, the “Who We Are” section outlines their history, explains which municipalities they serve, and shares how a full-time staff of 21 ensures continuous service across the region. Meanwhile, the “Our Mission” section puts their values into action, combining clear messaging with easy-to-read stats—like the 11.75 million gallons of water treated per day and the 140 miles of sewer line maintained.

Together, these sections do more than tell you what VFSA does—they show you who they are and why they care. The result? A website that feels as human as it is helpful.

Challenges

VFSA set out to increase the use of online tools to reduce the need for phone and email inquiries—a goal that required more than just a modern look. Their community spans eight municipalities, each with its own needs and interests, making it essential to offer self-serve options that were easy to find, use, and trust. From job seekers looking for opportunities to students interested in scholarships, visitors needed clear, accessible ways to take action online without having to reach out for help.

This challenge wasn’t about adding flashy features—it was about creating meaningful, intuitive tools that aligned with how people already interact with the web. VFSA needed solutions that would meet visitors where they are and provide a digital experience that felt both straightforward and supportive.

Solutions

One of the key additions that helped VFSA increase the use of online tools was Powerful’s Jobs app. With this tool, VFSA can easily manage and display current job openings, making them visible and accessible to the public in an organized format. Each listing includes important details like job descriptions, deadlines, and application instructions—all in one place. Instead of navigating multiple pages or needing to call the office for clarification, job seekers can now get everything they need right from the site. It’s a cleaner, more efficient way to communicate employment opportunities, and it reflects the professionalism and clarity VFSA brings to all of its services.

Behind the scenes, the app also simplifies the process for staff. Rather than updating PDFs or relying on third-party job boards, the VFSA team can log into the backend and make updates instantly. This flexibility ensures listings are always current and accurate, and it saves time on both ends. The Jobs app serves as a dependable, intuitive tool that supports both transparency and engagement.

Another area where VFSA embraced online tools is through the scholarship interest form. Students interested in applying for scholarships can now start the process with a simple online form. This digital entry point allows them to quickly submit their contact information and express interest—no need to print, mail, or call to get started. It’s a small change with a big impact, removing common barriers that might prevent someone from taking the first step. For busy students juggling school, work, and extracurriculars, that kind of convenience matters.

Results

The shift toward online engagement has helped VFSA strengthen its connection with the public in a more modern, manageable way. By giving residents easy access to job listings and students a direct path to scholarship information, the organization is making key services more convenient and visible. It’s a small but meaningful reflection of their tagline, “Environmental Protection by Caring Professionals,” showing that their care extends beyond operations—it’s embedded in how they communicate, support, and serve their community online.

Partnering with Valley Forge Sewer Authority was such a rewarding experience. Their team was collaborative, thoughtful, and truly dedicated to serving their community, which made our work together all the more meaningful. We were intentional about designing a site that’s not only functional and transparent, but also welcoming and reflective of the values they live out every day. It’s exciting to see the final result mirror both their mission and their commitment to public service!
