Supporting Reliable Service Online
As an electric cooperative, Twin County Electric Power Association (Twin County EPA) is guided by dependable service, member ownership and a strong connection to its community. Those values helped shape the direction of its redesigned website with Powerful. Twin County EPA wanted an online experience that could better reflect its modern approach to service, keep important updates visible and reduce routine calls and emails by giving visitors intuitive tools. The new website supports that vision by making common questions easier to answer and key tasks easier to complete online.
Mapping a Proactive Member Experience
Twin County EPA wanted its redesigned website to feel current, helpful and ready for the needs of today’s members. That meant going beyond a refreshed look. The site needed to give visitors practical ways to answer questions on their own, especially when those questions are time-sensitive. For someone moving into the area, one of the first things they may need to know is simple: “Does Twin County EPA provide electric service at this address?”
Powerful helped answer that question through an interactive KML map. Instead of asking a potential member to call the office, describe their location or wait for follow-up, the map allows visitors to search an address and see whether it falls within Twin County EPA’s electric service territory. For a new resident settling into one of the cooperative’s five Delta counties, that small moment can make a big difference. They can get direction right away, without feeling like they have to piece together the answer.
That kind of proactive experience supports Twin County EPA’s goal of presenting itself as modern and forward thinking. The map gives the website a more interactive role in member service. It also builds trust by showing visitors that the site is a reliable resource, not just a place to store information. When someone can find a clear answer quickly, the website starts to feel like an extension of the cooperative’s dedicated workforce.
The map also creates a natural bridge to the next step. Picture someone new to town who searches their address and confirms they are in Twin County EPA’s service territory. From there, they can move directly into the online Application for Membership and Power. The experience flows from “Am I in the right place?” to “How do I get started?” without sending the visitor in circles. That smooth connection helps Twin County EPA pair forward-thinking design with a practical online tool that supports real service needs.
From PDF Form to Online Application
Twin County EPA also wanted to increase online tools to reduce phone calls and emails. A major part of that goal came through Powerful’s PDF to Online Forms service. Powerful transformed Twin County EPA’s Application for Membership and Power from a traditional PDF into a full online form, giving prospective members a more direct way to apply for electric service.
The online application walks visitors through the required information, including applicant details, service location, mailing address, contact information, type of service and membership agreement. Required fields help make sure key information is included before submission. The form also includes an electronic signature, allowing visitors to complete the application without printing, scanning or mailing paperwork.
From the staff perspective, this is a major systems improvement. Completed applications can be routed automatically to the department responsible for handling new service requests. That helps reduce manual handoffs and gives staff a more consistent process for reviewing submissions. When the form captures the right information upfront, Twin County EPA’s team can spend less time tracking down missing details and more time moving applications forward.
The online form also extends the value of the application through Powerful’s STAR Standard. Unlike a standard PDF, the form is searchable, translatable, accessible and responsive. That means visitors can find the application more easily, translate the content when needed, read it with assistive technology and complete it from a phone, tablet or desktop. For Twin County EPA, this turns an essential service document into a more effective online tool. It supports the cooperative’s goal of reducing routine calls and emails while still giving members a helpful, dependable experience.
Challenges
When Twin County EPA needs to post a new service update, share a timely notice or refresh member information, staff should feel confident knowing what to say, where it belongs and how to make it helpful. That kind of confidence was an important part of the redesign. Twin County EPA wanted its website to support up-to-date content in a way that felt intentional, organized and aligned with the questions members and potential members bring to the site. That goal also came with an important responsibility. As the cooperative continues updating pages, posting resources and keeping information current, those updates need to remain accessible to all visitors. Twin County EPA had an opportunity to prepare its team for long-term website management by pairing content strategy with accessibility awareness, helping future updates stay clear, compliant and centered around real visitor needs.
Solutions
Twin County EPA opted into Powerful’s Content Strategy & Consulting Training to give staff a practical framework for planning and maintaining website content. The session covered content strategy basics, hands-on exercises, plain language training, the editing and migration process, and best practices for writing for the web. This helped staff think through content with more purpose, from identifying what visitors are trying to accomplish to shaping updates in a way that gives them a clear next step.Powerful’s Accessibility Consulting & Training built on that foundation by helping Twin County EPA’s team understand how content choices affect visitors with different needs. The session introduced accessibility basics, related standards, best practices and guidance for maintaining an accessibility statement. Together, the trainings helped connect strategy and accessibility. Content can be timely and relevant, while still being readable, approachable and aligned with accessibility expectations. For Twin County EPA, that means future updates can be made with both the visitor experience and long-term compliance in mind.
Results
With both trainings in place, Twin County EPA is better prepared to keep its website active and useful after launch. Staff can approach new content with a stronger understanding of audience needs, plain language and page organization. That helps each update serve a clear purpose, whether the cooperative is sharing service information, posting member resources or keeping visitors informed about important announcements. The accessibility training helps extend that impact by giving staff guidance for maintaining content that can be reached and understood by more visitors. As Twin County EPA continues adding and updating information, the team has a stronger foundation for keeping the website current while supporting accessibility standards. The result is a more sustainable website experience, one that helps the cooperative share timely information with confidence, care and a clear sense of purpose. This gives Twin County EPA a website that can stay responsive to member needs while remaining rooted in the cooperative’s commitment to dependable, accessible service.

Team Comments
When Twin County EPA came to Powerful, they were looking for a website with a modern look and feel that made it easier for their members to find information. To achieve that, they decided on using our Deschutes blueprint which provides quick access to top tasks such as paying your bill, reporting an outage, and starting service, right at the top of the page. Their cooperative offers multiple ways to pay, so by also opting in for one of our visualized pages, they were able to make that information easier to interpret with a unique layout, the incorporation of icons, and use of bold colors. The new website turned out so clean and I’m hopeful that Twin County’s members will have a more seamless experience!
