They partnered with Powerful to redesign their website with the goal of presenting themselves as modern and forward thinking, while also making information easier to access and keep current. The result needed to feel clear, intentional, and aligned with the importance of the work being done.

A Design That Reflects Progress

TRRWA’s goal for the redesign was to visually communicate who they are today. The website needed to feel modern and confident while remaining appropriate for a public-facing authority focused on environmental responsibility and operational excellence.

Powerful achieved this through the Deschutes blueprint. The blueprint’s flowing, wave-inspired section breaks introduce movement into the layout in a subtle, meaningful way. These design elements naturally connect to TRRWA’s role in water treatment and convey a sense of continuity and process. The overall layout feels clean and open, allowing content to breathe and helping visitors move through the page without distraction.

The color palette reinforces this approach. Deep blues establish trust and reflect water-focused services, while lighter neutrals create contrast and improve readability across sections like Events & Meetings and Mission highlights. Together, the design choices support TRRWA’s goal of presenting itself as an organization that is actively investing in the future while remaining grounded in its responsibility to the public.

Clear Paths to Key Information

Ease of navigation was another core priority for TRRWA. Visitors arrive at the site with specific goals, such as reviewing board meetings, learning about programs, exploring career opportunities, or getting in touch. The website needed to guide those visitors quickly and clearly.

The Deschutes blueprint supports this through a task-oriented homepage layout. Prominent call-to-action buttons, including Bids & Contracts, Biosolids Program, Careers, and Contact Us, are positioned near the top of the page before scrolling begins. This placement allows visitors to access important information immediately, reducing the need to search through multiple menus.

Navigation clarity continues throughout the site. Meetings and events are presented in a clear, date-forward format that makes schedules easy to scan. In the footer, contact details remain visible at all times, with a click-to-dial phone number, linked directions to the facility, and clearly listed office hours. These practical details support TRRWA’s goal of being accessible and responsive to the community it serves.
