Overview

Clear Connections

Rivergrove Water District serves a close-knit community of approximately 4,200 customers across Lake Oswego, Tualatin, Rivergrove, and parts of unincorporated Clackamas County. Though their service area spans just one square mile, their commitment to delivering sustainable water and top-tier service is expansive. To support that mission and better connect with the public, Rivergrove partnered with Powerful to modernize their website—making it easier for visitors to stay informed, get in touch, and trust the process behind their tap.

Opening the Flow of Information

As a public water district, Rivergrove places a high value on transparency; especially when it comes to board meetings and decision-making. The goal was to make meeting details easily accessible and remove barriers for anyone trying to stay up to date.

Powerful integrated two key web apps—Calendar & Events and Agendas & Minutes—to keep the community in the loop. The homepage now features the three most upcoming Board of Commissioners meetings, with automatic updates so there’s no manual upkeep needed. Visitors can click into any listing to view full details. Each event includes the date, location, and meeting type.

To go a step further, Powerful’s Agendas & Minutes app creates a centralized, easy-to-navigate archive of past meetings. Visitors can catch up afterward by accessing approved minutes, supporting packets, and even audio recordings—all organized by year and month.

These tools help Rivergrove operate with greater transparency and accountability. By making meeting information accessible and up to date, the District strengthens public trust and makes civic engagement easier for every visitor—whether they attend in person or just want to stay in the loop from home.

Designed for Every Device

For a water district focused on reliability and access, mobile responsiveness isn’t a bonus—it’s essential. Rivergrove’s new site was designed with mobile-first principles, ensuring it works seamlessly whether visitors are browsing from a desktop, tablet, or smartphone.

Need to report an issue or ask a question? Click-to-dial phone numbers and click-to-email links take the guesswork out of getting in touch. There’s also a streamlined online contact form for quick inquiries, making it easier than ever for residents to reach the right people. The site’s layout adjusts fluidly on smaller screens, keeping navigation simple and content readable.

In a district that’s small in size but big on service, every connection counts. Rivergrove’s mobile-first design ensures that every visitor—no matter their device—can access water quality reports, view upcoming notices, and explore the district’s services with ease. From paying a bill to understanding cross-connection control, the most essential tools are just a tap away.

Challenges

Rivergrove Water District sought to align their website with the same level of professionalism and trust that defines their service in the community. As a small but essential utility serving four jurisdictions, they understood the importance of having an online presence that reflects their commitment to transparency and high-quality service. The challenge wasn’t about starting from scratch, but about elevating their digital experience to better align with their mission and ensure residents could easily find and trust the information being shared.

With a focus on clarity, accessibility, and consistent branding, the District partnered with Powerful to transform their website into a more cohesive and visitor-friendly resource. The opportunity was to reimagine the way that information was presented, helping residents feel confident and informed from the moment they arrived on the homepage.

Solutions

To reflect Rivergrove Water District’s professionalism and values, Powerful focused on reimagining the visual design of the site. The team introduced a clean, confident color palette of deep blues and soft teals—tones that evoke water while conveying calm, clarity, and trust. These colors were applied strategically across the site in header backgrounds, call-to-action buttons, and accent areas, creating a sense of cohesion that carries through every page. The design avoids loud or overly busy visuals in favor of simplicity, helping the most important content stand out and allowing the site to feel both welcoming and efficient.

Results

The redesigned website now reflects the same level of organization and care that Rivergrove brings to its day-to-day operations. The cohesive visual identity signals to visitors that this is a district they can rely on—one that’s transparent, attentive, and intentional about how it communicates. From the moment a visitor lands on the homepage, the design creates a sense of order and reliability through its balanced color use, streamlined layout, and structure. This new visual consistency enhances trust and sets the tone for all interactions.

Designing Rivergrove Water District’s website was an absolute pleasure! They came to Powerful looking for a more modern look and feel, while staying true to their brand. With the help of our Springwater blueprint, a cool-toned color palette, and gradients we were able to create an experience that was refreshing and easy to navigate for their customers.
