Building a Member-First Portal
Old Dominion Electric Cooperative (ODEC) is a not-for-profit generation and transmission cooperative serving 11 electric distribution cooperatives across Virginia, Maryland, and Delaware. With a mission rooted in delivering safe, reliable, affordable, and sustainable power, ODEC plays a central role in supporting the day-to-day operations of its member cooperatives. That support extends far beyond power generation—it includes sharing critical data, documents, and resources that help cooperatives plan, respond, and serve their own members effectively. Recognizing the need for a modern digital hub tailored specifically for its members, ODEC partnered with Powerful to design a custom Member Portal. Their goal was clear: prioritize member needs, simplify workflows with an intuitive interface, and foster stronger engagement across their entire network.
Organizing What Matters Most
Organizing decades’ worth of documents in a way that feels natural to visitors is no small task. Over the years, ODEC had developed a well-used SharePoint system to house its internal materials—from planning documents to billing files and technical studies. But as the volume of content increased and cooperative staff diversified, the structure needed to evolve. While the system worked, it often required a deep understanding of folder paths, naming conventions, and where certain reports “typically” lived. This worked well for those familiar with the environment but posed challenges for newer team members or those accessing it less frequently.
To achieve this, Powerful worked with ODEC to migrate and reorganize more than 20,000 documents. This effort was more than a transfer—it was a transformation. Each document was reviewed and recategorized to align with real-world usage patterns and expectations. Rather than relying on a single hierarchy or rigid folder structure, content was restructured into intuitive groupings across each cooperative’s dashboard. For example, the dedicated A&N Electric Cooperative page includes tiles labeled “Wholesale Power Bills & Member Load Files,” “Residential Energy Surveys,” “Power Requirements Study,” and “Protective Relay Files”—clearly labeled and visually distinct, so visitors can spot what they need immediately.
Throughout the portal, every design decision was made to reduce friction and keep the experience consistent. Navigation follows a logical structure with breadcrumbs at the top of each page to help visitors stay oriented. The search bar in the main navigation provides a quick way to locate specific files or topics without needing to browse manually. On data-rich pages like “Peak Dates & Times,” information is displayed in easy-to-read tables, broken out by zone and power provider, so that visitors can quickly identify the data most relevant to their cooperative.
Instead of overwhelming visitors with options, the portal presents content in manageable sections, often broken up by function or subject matter. The “Resources” landing page, for instance, highlights key tools such as “Weather History,” “NERC Compliance,” and “Strategic Electrification” in large navigation tiles that feels approachable. Paired with icons, these visual cues help visitors understand what’s available at a glance, while maintaining a polished and professional look that matches ODEC’s brand and mission.
The result is a streamlined experience that makes even the most technical data feel accessible. Members no longer need to rely on prior knowledge of file paths or document origins. Whether they’re checking recent training materials, pulling a monthly report, or reviewing a power factor summary, they can do so in just a few clicks. By structuring content around how members actually work—not just how it’s stored—ODEC has created a portal that turns a complex information archive into a tool for everyday efficiency.
Strengthening Cooperative Connections
As a generation and transmission cooperative, ODEC plays a vital role not only in supplying power but also in supporting communication and collaboration among its 11 distribution cooperative members. Each of these organizations operates independently, with its own staff, priorities, and processes. Yet they often rely on one another—and on ODEC—for coordination across departments, data requests, and regional initiatives. Recognizing this, ODEC made it a priority to create a portal experience that helped reinforce these connections and support cross-cooperative visibility.
One of the most impactful updates was the creation of a centralized staff directory within the portal. Previously, cooperative staff might have relied on printed directories, internal spreadsheets, or email chains to track down the right point of contact. Now, within the “Phone Directories” section, visitors can scroll through a streamlined list of staff from across the ODEC network. Each contact entry includes a name, phone number, and extension, all presented in a clean, visitor-friendly interface. The layout is intentionally straightforward—easy to skim, quick to use, and available on demand, without requiring any downloads or extra steps.
Rather than using filters or complex sorting tools, the directory keeps it simple by organizing staff within collapsible cooperative sections. These toggled groups allow visitors to expand a specific co-op—such as Northern Neck or Choptank Electric Cooperative—and view only the relevant contacts for that organization. It’s a clean, familiar structure that works well for the types of quick-reference tasks cooperative staff complete daily, whether they’re coordinating a billing question, confirming logistics for a shared event, or reaching out to a peer in another territory.
Trustworthy Design
The design of the Member Portal was just as intentional as its functionality. ODEC wanted the experience to feel like a natural extension of its brand while still clearly communicating to visitors that they were accessing a secure, internal environment. Powerful’s approach to design focused on that exact balance—mirroring visual elements from ODEC’s public-facing website, such as typography, color palette, and layout rhythm, while introducing subtle shifts that distinguish the portal as a private workspace for member employees.
One of the most impactful decisions was the creation of unified dashboards for each member cooperative. These dashboards present only the tools and documents relevant to that co-op, creating a highly personalized experience that reduces clutter and makes navigation feel effortless. Visitors aren’t asked to sift through shared folders or master a new organizational system—they’re presented with a curated workspace that aligns with their specific role and responsibilities. Whether someone is reviewing reports, submitting outage data, or accessing phone directories, everything is exactly where it needs to be.
This combination of strategic branding and thoughtful layout design adds up to more than just a polished interface—it delivers real operational value. By creating a digital environment that looks and feels like a secure extension of ODEC, the portal instills trust from the first click. By supporting daily workflows with clear, organized design, it helps member cooperative employees spend less time navigating and more time doing. The end result is a portal that doesn’t just house information—it actively supports the people using it.
A Foundation for Success
The ODEC Member Portal is more than a technical solution—it’s a reflection of the cooperative spirit that defines ODEC and its members. From the way information is organized to how permissions are managed and visuals are presented, every element was designed with purpose. It’s a space built not just to share resources, but to strengthen communication, improve efficiency, and support the evolving needs of cooperative employees across the region.
Through a collaborative partnership with Powerful, ODEC translated a complex set of organizational needs into a portal that feels intuitive, secure, and thoughtfully structured. The project combined technical innovation with design strategy, resulting in a platform that works well on both the front and back end—meeting high expectations for usability, security, and long-term scalability. By investing in the right digital infrastructure today, ODEC is ensuring its members have the tools they need to succeed well into the future.
Challenges
Designing a member portal for an organization like ODEC comes with a unique set of technical and organizational considerations. With 11 distribution cooperatives and staff spread across 12 independent Microsoft 365 tenants, the challenge wasn’t just about building a secure portal—it was about building one that felt seamless to the people using it. Each cooperative had its own internal IT structure and login environment, which meant a standard, one-size-fits-all authentication method wouldn’t meet the need. At the same time, ODEC wanted to maintain a streamlined visitor experience and avoid introducing additional usernames, passwords, or barriers to entry. The team also needed to account for the diversity of roles within each cooperative. Not every visitor needed access to the same files or dashboards—even if they belonged to the same organization. For example, someone in finance might need billing records and energy usage summaries, while someone in engineering would be working with relay files and system studies. That required more than just tenant-level access—it demanded a deeper level of control that could flex to meet both organizational and functional boundaries.
Maintaining that level of precision without sacrificing ease of use added another layer of complexity. The system needed to strike the right balance between security and simplicity. From the visitor’s point of view, logging in should feel like a natural extension of their day-to-day routine—using the credentials they already rely on, without jumping through additional hoops. Behind the scenes, however, the system needed to uphold strict access protocols to ensure sensitive information remained protected and properly segmented.
There was also a need to plan for scale. ODEC’s portal would serve as a long-term solution, not a temporary fix, so any permissions system had to be future-ready. As teams grow, shift roles, or bring in new cooperatives or departments, the structure needed to be flexible enough to adapt without requiring a complete overhaul. Anticipating this kind of growth was critical to ensuring the system could evolve with ODEC’s needs over time.
Solutions
To address these challenges, Powerful developed a custom single sign-on (SSO) implementation built specifically for the Member Portal’s unique requirements. The first step was mapping Microsoft 365 email domains to cooperative tenants—an approach that allowed each visitor to use their existing credentials and gain access without the need for a separate portal login. This method established a strong foundation by aligning authentication with familiar tools, which meant that staff could log in quickly and securely without new onboarding or additional login steps.Once the domain-based authentication was in place, the team expanded the logic to support more granular access control. By incorporating role-based authorization at the application level, Powerful enabled different levels of access even within the same tenant. For example, while multiple people might belong to the same cooperative, only designated personnel would see certain dashboards, datasets, or files. This layered approach kept things clean and efficient on the front end, while quietly enforcing complex permission rules in the background.
The result is a system that blends the best of both worlds—simplicity and security. Each visitor logs in through the familiar Microsoft 365 workflow, and once inside, the portal serves up only the content that’s relevant to their role and organization. For administrators, this setup provides clarity and peace of mind. Permission changes can be managed through an adaptable framework that doesn’t require manual intervention for every shift in team structure, while still maintaining a high standard of control.
Results
The Member Portal now serves as a central hub for daily operations, trusted by staff across ODEC’s 11 distribution cooperatives. With the custom SSO system in place, visitors are able to log in quickly and securely using the credentials they already use in their workplace. There’s no need to remember separate passwords or navigate unfamiliar login pages—just a straightforward, professional experience that feels built-in, not bolted on.Internally, ODEC has gained a reliable system that puts them in control of how access is granted and maintained. The domain-based framework offers an intuitive way to manage cooperative-level access, while the added role logic ensures content can be delivered with precision. Whether someone is accessing relay reports, entering an outage, or downloading a workshop presentation, they’re seeing exactly what they’re meant to—and nothing more. This clarity minimizes confusion, reduces support requests, and helps each cooperative operate more independently within a shared environment.
The system’s flexibility has also proven to be a long-term advantage. As team structures shift or new permission needs arise, administrators can adjust access without reworking the system’s core logic. This ability to scale has laid the foundation for a future-ready portal—one that can grow alongside ODEC’s evolving service offerings and collaborative programs.
Most importantly, the SSO and access control solution has quietly empowered a better overall experience. Visitors can focus on their tasks—whether that’s pulling reports, connecting with staff, or reviewing upcoming events—without ever thinking twice about how they got in. It’s that kind of quiet reliability that turns a secure login into a trusted gateway and reinforces ODEC’s commitment to supporting its members with both innovation and intention.

ODEC had a unique set of needs in that they wanted to control access to the Member Portal through Microsoft 365 single sign on, and, the users were spread across several Microsoft 365 tenants. Initially we structured the implementation around a single access role for each unique email domain which offered a one-to-one setup for email domain to tenant. This worked well until some additional needs were discovered that required a more granular approach to the role based access controls in order to allow for different levels of access for users inside of the same tenant. For this we were able to apply some logic at the application layer to identify secondary role membership and act accordingly. This allowed us to continue leveraging a simplistic authentication scheme based on user email domain while applying a more robust set of authorization rules to meet the unique needs of the Member Portal.
As the needs of any business change, so too does their need for sensible, low-overhead security controls. Approaching each implementation with this in mind has allowed us to remain flexible where required while still upholding a firm and adherent security posture.
