Overview

Accessible Water Services

Netarts Water District is dedicated to delivering clean, reliable water to the community it serves along the Oregon coast. With a system spanning creeks, springs, treatment plants, and miles of distribution lines, the district ensures safe water reaches more than 1,800 residents. Recognizing the importance of making these essential services as accessible online as they are in daily life, Netarts partnered with Powerful to create a modern website that reflects their mission. The new site is designed to help visitors easily find important information, stay informed about board decisions, and access services from any device.

Clear Navigation for Essential Services

For many residents, the District’s website is the first stop when they need to pay a bill, check water rates, learn about upcoming board meetings, or report an emergency. These tasks aren’t optional—they’re essential. To meet this need, Netarts set a goal of simplifying navigation and creating an intuitive experience.

Powerful built the new site using the Laurelhurst promotional blueprint, which emphasizes clean design and clear calls-to-action. At the very top of the homepage, the most-visited services—Pay My Bill, Rates, Board Meetings, and Report an Emergency—are displayed as bold buttons. This layout ensures that whether a visitor is using a computer or scrolling on their phone, the path to completing a task is obvious and quick. Instead of digging through menus or scanning long pages, visitors now find what they need in just a click.

Another way the site guides visitors with ease is through Powerful’s Agendas & Minutes app. Instead of a plain list of hyperlinks, board meetings are displayed in an organized, engaging format with clear dates, titles, and quick links to both agendas and minutes. This matters because the Board of Directors—five community members who represent the district’s residents—play a central role in planning, governance, and financial oversight. Making their work transparent and easy to access builds trust, encourages participation, and underscores the District’s commitment to accountability.

Modern, Forward-Thinking Design

Netarts Water District also wanted their new site to send a message: they may be a small district, but they are modern and forward-thinking. Representing themselves this way was about more than aesthetics. It was about showing that they are investing in the future, just as they invest in clean water delivery and system improvements.

Powerful approached this goal with a mobile-first design. This means the site was designed with phone visitors in mind first, then scaled up for desktops and tablets. This approach is especially important for Netarts, where many residents rely on their phones to access services, check meeting schedules, or look up emergency numbers on the go. On the new site, content automatically adjusts to fit any screen, with no pinching or zooming required.

The result is a site that feels as forward-thinking as the District itself. By pairing intuitive navigation with a mobile-first build, Netarts can serve today’s needs while preparing for tomorrow’s.

Challenges

For Netarts Water District, providing clean, reliable drinking water is only part of their responsibility. Equally important is maintaining transparency and building trust with the community they serve. As a forward-thinking organization, Netarts recognized that their digital presence needed to reflect the same care and stewardship they apply to water delivery. One of their key challenges was ensuring that residents could easily access not just services, but also helpful information that reinforced the District’s role as a reliable, modern utility.

Solutions

To address this, Netarts partnered with Powerful and opted into Content Curation services, a solution designed to help utilities consistently share valuable and relevant information. Powerful worked with the District to curate a Water Conservation page, highlighting practical tips for residents and connecting them to trusted resources like the EPA’s WaterSense program. This page goes beyond day-to-day services by empowering visitors with knowledge that supports long-term sustainability.

Adding curated content also strengthens the District’s visibility in search engines. Fresh, relevant information that answers common questions—such as how to conserve water or what to do if you notice a leak—helps the site appear more often in search results. This drives new traffic and signals to visitors that the District is a credible source of information. By publishing educational resources alongside essential services, Netarts establishes itself as a modern utility that invests in both community engagement and long-term digital growth.

Results

Curated content creates another touchpoint for residents to connect with the District, reinforcing transparency and a forward-thinking approach. Visitors now have access to clear, actionable information that supports responsible water use and positions the District as a partner in community stewardship. At the same time, this type of content improves search performance, making it easier for residents and potential newcomers to discover the District online. Over time, the combination of intuitive design, mobile-first development, and curated content supports Netarts as both a trusted service provider and a reliable educational resource.

Working with Netarts Water District was all about highlighting their essential role in the community while giving residents a seamless online experience. Their new site makes it simple to pay a bill, report an emergency, or stay informed about board meetings—right from any device. By adding curated content like the Water Conservation page, they’re also building trust and improving search visibility. This project reflects their commitment to being both a reliable service provider and a forward-thinking leader in their community
