Cooperative Values Meet Modern Web Design
As a member-owned cooperative serving more than 21,000 meters across Central Oregon, Midstate Electric Cooperative (MEC) understands that reliability isn’t just about power—it’s about connection. From reporting outages to applying for scholarships, members rely on MEC for more than electricity; they rely on them for access, clarity, and trust. That’s what inspired MEC’s partnership with Powerful—to design a website that reflects those same values. The new site prioritizes intuitive navigation, online self-service tools, and real-time updates, empowering members to stay informed and connected while lightening the workload for MEC’s team behind the scenes.
Streamlining Member Connections
For MEC, improving the member experience meant making it easier to accomplish everyday tasks online without having to pick up the phone or wait for an email response. Whether applying for youth programs or submitting a rebate, their members deserve tools that are as dependable as the service powering their homes.
To achieve this goal, MEC opted into Powerful’s PDF-to-Online Forms service, transforming previously static documents into interactive online experiences. Visitors can now submit forms such as Board Meeting Attendance Requests, Youth Tour and Scholarship Applications, Job Applications, and Incentive Requests directly through the website. What once required downloading, printing, scanning, or emailing now happens in a few clicks—no follow-up calls or back-and-forth needed.
Each form is built to meet Powerful’s STAR Standard—Searchable, Translatable, Accessible, and Responsive. That means a visitor looking for a specific topic, like “rebate form” or “scholarship application,” can find it directly through a search engine, something not possible with traditional PDFs. Visitors who prefer Spanish can instantly translate forms into their language without needing a separate document. Accessible form fields ensure that every member, regardless of ability, can navigate and complete forms independently. Whether they’re using a phone, tablet, or desktop, the experience is seamless.
Staying Current With the Halsey Blueprint
Every season brings something new to share—rebate reminders in summer, scholarship deadlines in spring, safety tips before winter storms. MEC needed a way to keep pace with these communication cycles without needing extra help behind the scenes.
Built with Powerful’s Halsey blueprint, MEC’s new site makes that flexibility effortless. The homepage features promotional sections, each designed to capture attention with strong imagery, concise text, and clear calls to action. These sections are easy for MEC’s team to edit, ensuring the most relevant information—like current rebates or community programs—is always front and center.
The homepage also features a dynamic News section powered by Powerful’s News Releases app, which automatically displays MEC’s four most recent posts. From project updates to community contests and member giveaways, the section keeps visitors connected to what’s happening across the service area. It’s a simple way to celebrate progress, share opportunities, and keep communication flowing.
Challenges
Midstate Electric Cooperative (MEC) wanted its new website to reflect more than modern functionality—it needed to represent the cooperative’s identity and the people it serves. As a member-owned organization guided by principles like Concern for Community and Democratic Member Control, MEC values connection, trust, and local pride. Their challenge was to translate those values into design. They envisioned a site that was clean and easy to navigate, yet still personal and distinctly Central Oregon. The website needed to remind visitors that MEC isn’t a distant utility but a neighbor invested in the same community.Solutions
To give MEC a website that felt unmistakably their own, Powerful created a custom illustrated footer. The illustration spans the bottom of every page and features well-known details from the cooperative’s service area, including Mount Bachelor, the Deschutes River, and native wildlife. These elements were chosen to reflect the region’s natural character and to create a sense of familiarity for members who recognize these local landmarks. The illustrated footer gives the website a sense of identity that aligns with MEC’s cooperative values. It visually represents the co-op’s connection to Central Oregon and the people it serves, reinforcing the principle of Concern for Community. The artwork also helps distinguish MEC from other utilities by emphasizing their local roots and member-focused mission. Every visit to the site ends with a clear reminder that MEC is part of the same community it was built to support.
Results
The illustrated footer has become a defining feature of MEC's new website. It gives the site a cohesive look that feels both professional and personal. By featuring familiar landmarks and wildlife, the footer helps ground the site in MEC’s service area, making it feel approachable and representative of the community. It also adds visual balance to the clean, modern layout, complementing the site’s functional design with a meaningful local touch. The result is a website that communicates more than information-- it reflects who MEC is as a cooperative. The design reinforces the values that guide their work while offering members an experience that feels authentic. The illustrated footer ties it all together, creating a lasting impression that is as genuine and dependable as the cooperative itself.

Client Testimonials
My favorite part of our new website design and migration process was how we were able to combine multiple pages into more comprehensive ones. This made the site much more visitor-friendly, requiring less clicking and improving both findability and intuitive navigation. I also really appreciated the team’s attention to detail and responsiveness throughout the entire process — they followed through on all our requests, from the initial build to the final refinements.
The training provided was thorough, and I now feel confident managing and updating the site on my own. I also love how the team helped transform some of our longer text into bullet points and more digestible content, making the information easier to read and more engaging for our visitors.

MEC had a clear vision from the start, knowing they wanted to completely reorganize their navigation structure, increase their use of online forms, and optimize their site for mobile use. Through the use of our Halsey blueprint and the built-in forms web app, they can provide an easy-to-navigate, visitor-friendly experience across all devices, while streamlining online form processes for members and their employees. Additionally, the promotional spaces on the homepage allow easy access to Midstate’s most important services and recurring communications. Overall, I look forward to seeing how this modern and welcoming approach benefits the communities they serve!
