Overview

Building on a Strong Foundation

Columbia River People’s Utility District (CRPUD) serves as a trusted source of power and information. Locally owned and governed by an elected five-member Board of Directors, CRPUD embodies the spirit of public power; operating not for profit, but for the benefit of the community it serves.

Having first partnered with Powerful years ago to build its website, CRPUD recently reconnected with the team for a refresh. As web trends and accessibility standards evolve, even a well-built site benefits from a modern update. For CRPUD, this refresh focused on improving navigation, increasing the use of online tools to reduce call volume, and keeping content current for customers who rely on their site daily. The result is a modernized, intuitive experience that continues to reflect the PUD’s local control, transparency, and community focus.

Simplifying Support for a Smooth Experience

When outages or urgent issues arise, CRPUD’s website becomes a critical communication tool. Visitors often turn to it first for reassurance and direction, especially during high-stress moments like a storm or service interruption. Recognizing this, Powerful designed visualized pages that make essential information clear and actionable.

One standout example is the Outage Center, designed to be both informative and calm under pressure. The page organizes content into clear, digestible sections—what to do if the power goes out, how to check if the outage is widespread, and when to call for assistance. Buttons, icons, imagery, and headers guide visitors naturally from one step to the next.

For example, if a member loses power, they can quickly scan the Outage Center to find the correct phone number, what details to provide, and how to report the outage efficiently. No hunting through long paragraphs—just immediate answers. The refreshed design ensures that even in urgent moments, the information feels approachable, not overwhelming.

Visualized pages make a great impact. By turning detailed instructions into quick-reference visuals, the page eliminates confusion and reduces the need for members to call or email for updates. The structure naturally encourages self-service, helping CRPUD staff save time while still ensuring every visitor feels supported and informed.

Modern Tools for Transparent Governance

CRPUD’s community-owned structure means accountability and access go hand in hand. With locally elected board members guiding decisions, it’s essential for residents to stay informed on upcoming meetings, budgets, and discussions that directly impact their community. To make that process effortless, Powerful refreshed CRPUD’s Agendas & Minutes page using the Agendas & Minutes web app.

The app transforms what could be a long list of meeting documents into a clear, interactive layout. Each meeting date is organized in a simple table with columns for the meeting time, minutes, agenda, and packet. Visitors can quickly find the materials they need without scrolling through dense text or hunting through archives. Subtle visual cues—like clickable icons and consistent formatting—guide visitors to the right files instantly. The page also includes contact information and a public comment form, reinforcing CRPUD’s commitment to open dialogue and local control.

Beyond design, the refreshed layout makes regular updates intuitive for CRPUD’s staff, ensuring information remains accurate and timely. The result is a resource that’s easy for both the public and internal teams to use—keeping the community informed, strengthening trust, and uplifting the mission of public power.

Challenges

Refreshing a website is a natural part of keeping up with evolving technology and communication standards. For CRPUD, this refresh came from a desire to stay current and continue serving their community effectively. Their existing site, originally built by Powerful, remained reliable and easy to use—but CRPUD saw an opportunity to give it a fresh look and create space for more seasonal and strategic communication. As technology and design standards evolve, keeping a site up to date is essential to maintaining credibility and ensuring visitors can easily find the information they need.

As a locally owned utility, CRPUD’s website plays an important role in connecting with the community. Their previous task-oriented blueprint made it simple for visitors to complete essential actions like paying bills or finding outage details. Over time, however, the utility’s communication goals expanded. CRPUD wanted a design that could adapt throughout the year and highlight programs, safety information, and announcements that align with their current priorities.

Solutions

After evaluating CRPUD’s goals and how their visitors interact with the site, Powerful transitioned the design to the Springwater promotional blueprint. This layout introduced flexibility and a modern framework that gives important content dedicated promotional sections. Clean imagery, short descriptions, and clear buttons guide visitors toward deeper resources without overwhelming the page.

At the time of launch, CRPUD utilized the Springwater blueprint to focus on winter readiness—featuring Winter Energy Saving Tips and Outage Preparedness right on the homepage. The refreshed layout makes it easy for staff to swap out content as the seasons change. Whether the focus shifts to summer conservation or community events, the design now supports CRPUD’s ability to share timely, high-impact updates year-round.

Results

The refreshed website feels modern, approachable, and aligned with CRPUD’s community values. Visitors experience a clean design that’s visually engaging and simple to navigate. The refresh also improves clarity during critical times, such as outages or extreme weather, when members rely on CRPUD for quick, accurate information.

More importantly, the Springwater blueprint empowers CRPUD to take a proactive approach to communication. Instead of static pages that age over time, their refreshed site evolves with the seasons-- keeping their content relevant and their community informed. The result is a modern, flexible design that supports CRPUD’s forward-thinking vision.

From the jump, the Columbia River PUD team knew they wanted a fresh website that was easy to navigate and professional yet friendly. This being their second website with Powerful, we knew that moving them into our Springwater blueprint would be a great way to achieve their goals, while staying true to their branding. I love how this project turned out and I look forward to seeing how the use of promotional spaces and task-oriented elements creates a smoother site experience for their customers.
