Overview

Modernizing Service

Clay County Electric Cooperative Corporation has been providing reliable, low-cost electric service to its members since 1938. Over the decades, they’ve embraced technology to better serve their community across Northeast Arkansas. As a wholly owned subsidiary of the co-op, Clay County Connect builds on that legacy—delivering fast, reliable internet and phone service to bridge the rural digital divide. Together, the two organizations partnered with Powerful to create two distinct but cohesive websites that reflect their shared values: reliability, accessibility, and forward-thinking service.

With a growing range of services and audiences to serve, the Clay County team knew it was time to modernize their web presence. Their goals were simple yet impactful: make navigation intuitive, increase the use of online tools, and elevate their image as modern and forward thinking.

A Fresh Look for a Forward-Thinking Future

To better represent themselves as modern and forward-thinking, Clay County Electric and Clay County Connect implemented two of Powerful’s newest promotional blueprints—Halsey and Sunnybrook. These homepage layouts were designed to make a strong first impression while keeping the visitor experience at the center. These blueprints provide a flexible foundation for both entities to communicate their values, services, and evolving role in the community.

For Clay County Electric, the Halsey blueprint allows their team to highlight timely initiatives—like energy-saving tips, scholarship opportunities, or updates from the field—in a way that feels structured and easy to follow. The layout prioritizes clear calls to action, while still making space to promote their values of reliability, safety, and community service. With this flexible format, they can continue to update content throughout the year to reflect what matters most to their members.

The Sunnybrook blueprint, utilized by Clay County Connect, is ideal for marketing internet and phone plans, sharing success stories, and building customer confidence. From spotlighting local businesses to highlighting testimonials and support options, every section helps reinforce their mission to connect rural communities with fast, dependable service. Design elements like the small business spotlight section and the testimonials help put real names and faces behind their broadband story—building trust through familiar, local connections.

Elevating Online Tools

Clay County Connect’s mission is rooted in bridging the rural-urban divide by bringing fast, dependable broadband to Northeast Arkansas. Just offering high-speed service isn’t enough—the experience of learning about, comparing, and signing up for that service also needs to be seamless. That’s why improving the use of online tools was a top priority for the Clay County team. They wanted their website to do more than inform; they wanted it to actively support decision-making and reduce friction for current and future customers.

One of the most impactful additions to the broadband site is Powerful’s Rate Plans app. This tool organizes internet plans into a clear, side-by-side layout where visitors can quickly scan pricing, speeds, contract terms, and features without digging through PDFs or lengthy service descriptions. It’s designed to help people make confident decisions in minutes, even if they’re not tech-savvy. For a provider focused on reaching rural households, that level of clarity goes a long way in building trust.

Beyond ease and efficiency, the Rate Plans app supports Clay County Connect’s broader vision of using broadband to drive economic growth and integration across Northeast Arkansas. When plans are easy to compare and understand, more households and small businesses are empowered to get connected. That accessibility helps open doors to remote work, online learning, telehealth, and other essential services that fuel rural development. By prioritizing tools that reduce friction and support informed choices, Clay County Connect is actively shaping a more connected, resilient future for the communities they serve.

Challenges

Clay County Electric and Clay County Connect have always worked in tandem to serve their communities, but their digital presence told a different story. Previously, each organization operated its own separate website—one for electric services, the other for broadband. Someone looking for information on both services might not realize they were related, or may have had to navigate between two separate domains to find what they needed. That created added steps and potential confusion for members.

The separation also introduced challenges behind the scenes. Each site had its own backend, its own login credentials, and its own content management process. That meant updates had to be made twice—doubling effort for routine changes and increasing the risk of inconsistencies. Clay County’s team needed a solution that preserved each department’s identity while simplifying the digital experience for both visitors and administrators.

Solutions

To bring clarity to both the visitor experience and internal workflows, Powerful introduced a department header that connects the two service areas under a single domain. This navigation tool allows visitors to easily toggle between “Electric” and “Broadband” sections of the site, while keeping them in the same branded environment. It eliminates the feeling of jumping between two different websites, replacing it with a sense of continuity and cohesion.

Each department maintains its own homepage and distinct branding, supported by its respective blueprint. However, the shared department header ensures that visitors can quickly shift between services as their needs evolve—without ever feeling lost. Whether someone is researching rate plans or preparing for a storm-related outage, the site gently guides them to the right place with minimal clicks. This unified approach supports intuitive navigation and keeps everything organized, without compromising clarity.

Results

With electric and broadband services now integrated into one website, Clay County has created a smoother, more accessible online experience for their community. Visitors no longer need to guess which site to visit or bounce between separate platforms. The department header helps orient them from the start, while the distinct page structures keep service-specific information clear and easy to follow. The end result is a website that feels cohesive and modern.

Behind the scenes, the transition to a shared backend has made managing the site significantly more efficient. Staff can now update content across both departments in one place, which streamlines workflows and ensures consistency across pages. By bringing both services together under one platform, Clay County's new website reflects their forward-thinking mindset.

The Clay County team came with a true vision and clear goals to present their organization as forward thinking, while creating a site that is visually pleasing and easy to navigate. Using the department header package, the Clay County team now has both their electric and fiber sites tied together with one backend making it easy for the team to manage. With an emphasis on branding and having online tools easily available, this site is a true showstopper!
